Understand project scope and E&S issues likely to arise.

The World Bank's Environmental and Social Framework (ESF) requires environmental and social instruments to be made publicly avaialable (disclosed) for several reasons:

a) **Transparency**: Disclosure allows all stakeholders, including the public, to understand the potential environmental and social impacts of a proposed project. This transparency is crucial for building trust and ensuring accountability in the use of public funds.

 

b) **Informed Decision Making**: Disclosure allows decision-makers to make informed choices about project design and implementation. It provides a basis for understanding the potential risks and benefits of a project, and for developing strategies to mitigate potential negative impacts.

 

c) **Stakeholder Engagement**: The ESF emphasizes the importance of meaningful consultation with affected communities and other stakeholders. Disclosure is a key part of this process, as it provides the necessary information for stakeholders to engage in meaningful dialogue about the project.

 

d) **Risk Management**: Disclosure helps to identify, assess, and manage environmental and social risks associated with a project.

 

e) **Compliance with International Standards**: The ESF aligns with international best practices for environmental and social sustainability. Disclosure of environmental and social instruments is a key part of meeting these standards.

See Instrument Preparation page.    Documents include DRAFT and FINAL ESMF, ESMP, SEP, LMP, ESCP, RAP among others. Disclosure may be necessary not only during Project Preparation but during implementation - guidance from ESMF or Project ESMP.

Guidance from ESMF or Project ESMP - translation to Marshallese - common practice is to translate the executive summary - ensure poject budget provides for translation services. For preparation, funding comes from Project Preparation Advance (Funding - see Instrument Preparation page)

Stakeholders, incl. affected communities and other interested parties, are notified that the instruments have been disclosed - emails, public notices in MI Journal, social media. Guidance from ESMF or Project ESMP - Stakeholders can provide feedback to be taken into account in finalizing project design and implementation plans.
