Each Project-level ESMF and ESMP contains information on E&S Safeguards Budget provision.  This usually covers matters such as GRM, Stakeholder Engagment and Compliance Management

SEPs are prepared during project design in accordance with ESS 10: “Stakeholder Engagement and Information Disclosure”.

The SEP identifies the level of communication and consultation required with “project affected parties” based on the type and scope of the works, the potential risks, the concerns of stakeholders, and the likely impacts of the project on people and the environment.

Verify ongoing relevance of Project Affected Parties (PAPs) identified in Project SEP.  PAPs can include individuals, groups of people, landowners, communities, businesses, employers and employees, students, service providers and other stakeholders that may be directly or indirectly affected by the project – in either a positive or negative way.

It is especially important to communicate and engage with vulnerable and disadvantaged individuals and groups of people who often do not have a voice to express their concerns or understand project impacts.  Therefore, SEPs should identify what kinds of support and resources may be needed to ensure that these people are able to meaningfully participate in project design and implementation.

SEP sets out types of methods that will be used to communicate with different stakeholder groups. Methods for sharing information vary depending on the purpose of the communication, the type and location of works, the number of people affected by the project, and the level of expected impact. Public awareness methods can include radio announcements, newspaper notices, website and social media posts, brochures, posters and visual displays. In situations when stakeholder input and feedback is required, such as determining the design of a building or seawall, information will be conveyed through more interactive means such as community meetings and consultations

Information from all stakeholder consultation sessions need to be recorded on the Stakeholder Record Form and retained by the PIU for future reference.

  • To support implementation of project SEPs at an activity level, PIUs are required to develop a Stakeholder Engagement and Communication Action Plan (SECAP) every six months for submission to the World Bank as part of the Project 6 Monthly Report.

  • SECAPs are based on project SEPs, but provide further detail including who is responsible for preparation and implementation of the communication/engagement; consultation methods, materials and timelines for each engagement.

  • The CIU Safeguards Team will assist PIUs with preparation of their first SECAP and support project teams to review and update their SECAP every six-months as part of the 6 Monthly Reporting process.  

  • An important part of SECAP preparation is to assist PIU staff identify lessons learned though previous stakeholder communication and engagement and to incorporate this learning in future plans.
