
Project activities are screened into Low, Moderate, Substantial and High risk and management plans prepared accordingly as set out in Project ESMF or Project ESMP. Screening is usually undertaken by the CIU Safeguards Team in consultation with the PIU. Screening fits into the following broad Project E&S management steps:
Step 1: Screening Review and E&S Risk Instruments

PIU advise CIU E&S Team that works, construction and/or renovations are proposed.

CIU E&S Team to undertake screening prior to finalization of bid documents or Terms of Reference.

CIU S&S Team to use simplified screening checklist to assess associated level of E&S risks.

Primary environmental focus will be on activities with externalities such waste; primary social impact focus will be on activities giving rise to adverse impacts on individuals or communities.

If screening indicates potential impacts are Moderate, Substantial or High, consideration shall be given by the PIU to modifying the works scope to achieve a lower rating.

Specific miitgation clauses (including requirement for Contractor ESMP if necessary) to be included in bid documents.
Step 2: Prepare CESMP and Attach to Bid Documents

Activities or works with all risks assessed as Less Than Minor no E&S documentation required.

Low Risk works - CIU prepare CESMP based on the ‘Contractor ESMP Template – for Low Risk Works’. Not reviewed by WB or disclosed.

Moderate Risk works - ‘Contractor ESMP Template – for Moderate Risk Works’ to be used. CIU E&S Team prepare pro-forma CESMP (using the template) for WB clearance and completion by Contractor.

Once cleared,CIU to disclose instruments

Contractor to complete CESMP and obtain CIU clearance before commencing works.

Substantial or High Risk works redesigned and rescreened to reduce the risk back to Low or Moderate.

All relevant CESMP requirement set out in Bid Documents.
Step 3: Implementation and Monitoring
Projects implemented per CESMP and monitored by the CIU E&S Team with the support of PIU. Progress reported to WB on:

compliance with measures agreed with the Bank on implementation of any CESMP, as set out in the project documents

the status of mitigation measures, and
-
the findings of monitoring programs.
