Kōkājoor - Compliance Management

The CIU Safeguards team has an important role in monitoring PIU and contractor compliance with E&S requirements set out in Project and  Contractor ESMPs.

The CIU has developed a monitoring approach based around CIU SG  Monitoring  Plans for each Project and use of templates as described below

Compliance Management V7 2024-03-14.png

For each Project: A Spreadsheet is developed which identifies every individual activity which is to be monitored See Activity Spreadsheet [to be uploaded]. This provides an up to date list of actions to be monitored.

From the Activity Spreadsheet, identify monitoring targets and annotate spreadsheet to identify details of monitoring.

For the activity to be monitored, familiarize yourself with CESMP/other relevant E&S requirements. Includes requirements for construction works e.g. waste management, noise,  air quality, water management, and social impacts.

Base around findings of initial high level audit - define roles/responsibilities, compliance indicators, monitoring methods and frequency, reporting and review procedures,  See Monitoring Plan Template.

Start monitoring activities as per the plan. This could involve site inspections, audits, review of documentation, and interviews with staff and contractors.

Assess activities against requirements of CESMP. For any significant non-compliance advise site manager immediately and escalate to CIU SG Team and PIU Project Manager

Prepare/distribute compliance monitoring reports. Reports should summarize findings and recommend corrective measures (see Template). As a general rule reporting to WB will be on an Exception Reporting basis to avoid excessive reporting.

Refer to Monitoring Plan above

Follow-up with PIU PM and Site staff to confirm corrective action completed - when complete prepare Close-out Report (see Template)

Record all findings from the monitoring activities. This should include both compliance and non-compliance findings - see Templates for Audit and Monitoring Reports

Regularly review effectiveness of the monitoring plan and make necessary adjustments. Update Activity Spreadsheet

Initial high level audit agaisnt all commitments in CESMP  See Audit Template.
